President Richard Nixon probably signed as many landmark environmental bills as any of our U.S. chief executives.

He signed into law the Marine Mammal Protection Act and the Endangered Species Act. He also signed into law the Wild Horse and Free-Roaming Burros Act, saying it embodies "the best judgment of both the Congress and the executive branch." He added that it "permits the establishment of ranges for their use" and "makes killing of molesting them a Federal crime," prohibiting their sale or that of their remains."

He captured more than just a legal summation when he wrote the following in his signing statement:

"'WE NEED the tonic of wildness.' During the past several months, many thousands of Americans, particularly children, have concurred in Thoreau's plea with an outpouring of concern for the preservation of wild horses and burros on our Western ranges. The 11-year-old son of one Congressman felt deeply enough on the issue to himself testify before the House of Representatives and countless personal letters–many from young people-have come to the Congress, to the Federal land management agencies, and in my own mail. I take special pleasure today, therefore, in signing strong new legislation to protect these noble animals."

Now 50 years later, his stirring words are long forgotten by many of today's government bureaucrats and more than a few sitting members of Congress. Just this week, President Biden's budget includes record spending for roundups and removals of these horses from our public lands.

I imagine that 11-year-old boy who testified before Congress – Gregory Gude, son of Representative Gilbert Gude of Maryland – would be deeply disappointed in what's been revealed this month. It's been a boon for kill buyers who line their pockets from the slaughter of the wild horses and burros that have been rounded up via helicopter chase and incarcerated in mass holding facilities – well over 50,000 held captive today.

Once in holding, the options are few, and many of these majestic icons are 'adopted out' to homes that would domesticate them and utilize them as working animals – or so we thought. The New York Times' recent investigation into these alleged adoptions has revealed that many of the horses thought to be adopted are actually being funneled straight into the horse slaughter pipeline – shot in the head with a bolt gun, and ultimately ending up as slabs of meat on foreign dinner plates – a savory dish for the French and Chinese to sink their teeth into.

And while Animal Wellness Action (AWA), the Center for a Humane Economy (CHE), and the Animal Wellness Foundation (AWF) have been working for the past three years to ensure the protection of our wild horses and burros, we're doubling down in light of the most recent news.

"Big Beef" interests like the National Cattlemen's Beef Association (NCBA) want nothing more than to eradicate the wild equids on the range so that they can utilize the lands to graze cattle on the taxpayer's dime, paying little more than a few bucks a year for grazing permits. In April, we were joined by more than 70 groups in a letter to Secretary Deb Haaland – the first American Indian sat in the President's Cabinet – calling for a freeze on grazing permits. There's been no response from Haaland despite the media contacting the Secretary's Office and the White House who declined to comment.

The lack of response from the Biden Administration, combined with Haaland's testimony before the House Appropriations Committee on April 20th that the Dept. of Interior is "in agreement with the plan of the previous Administration," in continuing to eradicate the wild horses and burros on public lands, has amounted not only to a terrible offense against wild horses and burros, but the millions of horse advocates who expected anything but the continuation of the status quo from this Administration.

This week we partnered with actress Katherine Heigl to help stop the mass round-up and removal of perhaps 80 percent of the famed and beloved Onaqui wild horses of western Utah. Our billboards draw attention to plans to reduce the herd size by 80 percent, and our new microsite, www.SaveTheOnaqui.org, details why this herd is so special and undeserving of this attempt to draw down their numbers so dramatically.

Heigl, who lives in Summit County and keeps horses at her ranch in the Kamas Valley, said in a release this week from AWA, CHE, and AWF on the Associated Press' website:

"With their historic place on the public lands of Utah, the Onaqui horses are living treasures that contribute to the beauty of the Great Basin Desert, as well as the economic vitality of nearby communities. Instead of cruel helicopter roundups, I call on the Bureau of Land Management to leave the Onaqui horses on the land, manage them humanely with fertility control, and limit livestock grazing to protect the ecosystem."

The roundup is scheduled to begin July 12 and will result in between 300—400 of the 500 horses being permanently removed from their Herd Management Area (HMA) – around 80 percent of the herd.

We've appealed to Secretary Haaland to turn around this situation and to no long keep this program on auto-pilot. We've also asked the President – long a champion of horses and who came into office just a year after the Wild Horse and Burro Act was enacted – to intervene. We were joined by more than 90 groups, rescues, and businesses; and more than 1,100 individuals in a letter to the President calling for Biden to immediately place a moratorium on the roundups. So many groups are deeply disappointed that this Administration is attempting to liquidate so many herds and allowing them to go to slaughter.

Taking its cue from other systems such as ISO, Homeland Security, The World Health Organization, and research from John Hopkins University, SDM developed its Advisory system. This system was developed with the intent to assist businesses and communities in preparing for crises and mitigating restrictions. “There needs to be accountability to the decisions that are being made that affect our small businesses,” said President of EHCO, Edward Henry.

The Advisory system narrows in on the WHO’s Pandemic Phases and the Homeland Security system and uses five levels of risk and threat: low, moderate, substantial, severe, and critical. The colors associated include green, blue, yellow, orange, and red. Each phase clearly defines which business practices, products, and services are considered essential and non-essential and the types of businesses permitted to open during each phase. The Advisory system is currently in the process of implementing data from John Hopkins University, along with data collected by other reputable models.

Despite the aforementioned systems, resources, and extensive research to support our findings, ambiguous guidelines still remain. Therefore, businesses are left without genuine reasons as to why they cannot safely reopen and recover.

A Multi-faceted Problem Requires Innovative Solutions

After spending some time in the development phase, SDM ventured out and sought support from government officials and local politicians. After COUNTLESS meetings and constantly being redirected elsewhere, it was time to take drastic action. Edward Henry states, “Limited power is not an excuse for not doing the right thing.” This year has been about a lot of the wrong things, and in the beginning, SDM was seen as a profit-making opportunity, and taking advantage of a terrible situation. The lack of change cannot continue. Coming together as a collective unit is essential.

This ambiguity initiated the thought that, not some, but ALL businesses are essential. As EHCO releases all of its SDM systems, traffic, assessment, and auditing models to SBE, a new leadership position begins. SBE’s goals encompass the severity of the issue at hand, which is why there is no better person for the job than Steve Anderson. PARIS, FRANCE, May 31, 2021 /EINPresswire.com/ — It is now virtually certain that Ebrahim Raisi will be the next president of the Iranian regime. Six other candidates have been cleared by the regime’s Guardian Council to appear on the June 18 ballot, but Raisi is the favorite of Supreme Leader Ali Khamenei, and none of the others have nearly as high a profile.

The Guardian Council made sure of this by eliminating such prospective candidates as the regime’s former President Mahmoud Ahmadinejad and former Parliament Speaker Ali Larijani. Although the former responded by saying he now refuses to vote, the latter proclaimed that he was “satisfied” and then urged all Iranian citizens to participate in the election as a way of promoting the survival of an “Islamic Iran.”

Larijani’s appeal is widely expected to fall on deaf ears, however. Multiple state media outlets have published commentaries in recent weeks which anticipate extremely low voter turnout, possibly leading to a renewal of the public unrest. Those outlets acknowledged that the presidential election might break the record for the lowest turnout that was set just last year when the regime-held its latest parliamentary elections.

When more than half of eligible voters boycotted the polls in February 2020, it confirmed the staying power of a movement for regime change that began gaining traction at the start of 2018. It was that the People’s Mojahedin Organization of Iran (PMOI/MEK) was credited with sparking mass protests that quickly encompassed more than 100 localities and gave rise to chants of “death to the dictator” and other explicit calls for regime change.

The movement also set the stage for the electoral boycott by announcing the people’s rejection of both the “hardline” and “reformist” factions of mainstream Iranian politics. But first, it inspired a number of other protests, including an even larger nationwide uprising in November 2019.

Whereas the January 2018 uprising resulted in dozens of deaths and thousands of arrests, the regime’s backlash was much more immediate and severe the following year. After Khamenei directed authorities to restore order by any means necessary, the Islamic Revolutionary Guard Corps opened fire on crowds of protesters, killing approximately 1,500.

More than 12,000 arrests followed, and a September 2020 report from Amnesty International detailed some of the torture that was still being meted out to many of those arrestees at the time, both as a form of extrajudicial punishment and as part of a longstanding strategy to secure false confessions and justify prosecution for crimes against national security.

It is presumably no coincidence that 2019’s upsurge in repression of dissent 2019 was immediately preceded by the appointment of Ebrahim Raisi as the head of the Iranian judiciary. Raisi had long since established his reputation as one of the country’s leading hanging judges and a staunch advocate for punitive amputation and other forms of corporal punishment. All these things reinforced the legacy of his participation in a massacre of political prisoners in 1988, at a time of particular vulnerability for the clerical regime.

In 1988 the regime’s founder Ruhollah Khomeini issued a fatwa declaring that the MEK were enemies of God and should be executed accordingly. In response “death commissions” were convened in prisons throughout Iran to interrogate political prisoners over their political views and affiliations, focusing particular attention on the MEK. Those who refused to disavow the group or who otherwise failed to demonstrate fealty to the theocratic system were sentenced to hang, and these hangings were generally carried out in groups before the victims were taken away on refrigerator trucks for burial in secret mass graves.

As the deputy prosecutor for Tehran at the time of the massacre, Raisi played a leading role in the death commissions’ operations and arguably came away from incident bearing responsibility for the vast majority of the 30,000 deaths. Neither he nor any other participant has been held accountable at home or abroad for this obvious crime against humanity, and with his perspective role as the country’s next president, it is clear that the regime continues to reward human rights abusers for their brutality and intolerance of dissent.

Of course, this display of contempt for the lives of ordinary Iranians will only exacerbate the crises the regime has been struggling to deal with since the January 2018 uprising. And although authorities have been doing their best to downplay these crises, the daily newspaper Jahan-e Sanat observed that official silence over the uprisings and subsequent repression has fueled the popularity of electoral boycotts.

The MEK has specifically framed that boycott movement as an effort to “vote for regime change,” and the MEK’s “Resistance Units” have placed graffiti and posters in more than 250 locations nationwide to convey that message. In recent weeks, the effects of this campaign have seemingly been visible in public demonstrations over a range of other issues. Whether protesting the declining value of pensions or the effects of a government-run investment scam, countless Iranians have shown willingness to embrace the electoral boycott by chanting slogans like, “We have seen no justice; we will not vote anymore.”

By rejecting the entire electoral process, the Iranian people are making a clear statement about the illegitimacy of the ruling system. Even under normal circumstances, this would have opened them up to the prospect of bloody repression. But in the wake of the November 2019 crackdown, with Raisi’s brutal approach to law enforcement having just been rewarded with an unobstructed path to the presidency, the threat of political violence is intensified.

The widespread endorsement of the boycott is therefore both a testament to the resilience of the Iranian Resistance movement and a warning about the international community’s responsibility. Western powers and the United Nations should make it clear that they are aware of Raisi’s crimes both historic and recent, and they should hold the regime accountable for those crimes and also for the inevitable unrest that is to come.

And when that unrest does emerge on a scale equal or greater to that of the November 2019 uprising, the international community should be more proactive than before in affirming the validity of participants’ grievances and demands. That legitimacy stands in stark contrast to the inherent illegitimacy of Iran’s existing system of government – something that will be confirmed for all the world on June 18 when Ebrahim Raisi ascends to the presidency in absence of competitors and in the presence of a massive electoral boycott organized by the MEK.
