LONDON, ENGLAND, UNITED KINGDOM, June 16, 2020 /EINPresswire.com/ — Electro Scan (UK) Limited, and its parent company U.S.-based Electro Scan Inc., announced the rollout of its machine-intelligent multi-sensor leak detection solution for British and European water utilities.

The new pipe inspection platform includes a traditional in-pipe tethered acoustic sensor to listen for leaks and a high-resolution closed-circuit television (CCTV) camera to observe internal pipe conditions and navigate obstructions in potable water mains ranging from 76-1500mm diameter.

The new solution also includes the company's flagship multi-patented low voltage conductivity sensor that is capable of 1 cm horizontal accuracy while also estimating leaks in liters per second (LPS) for each defect.

Electro Scan's multi-sensor approach saves on detection costs and allows water utilities to focus on higher value leak repairs to reduce overall leakage rates.

Electro Scan's low voltage conductivity technology was recently included in the American Water Works Association (AWWA) Water Supply Manual of Practice M77 "Condition Assessment of Water Mains" and was one of the few technologies listed to perform leak detection for Cured-In-Place Pipe (CIPP) or trenchless In-situ resin linings for water mains.

Traditionally, acoustic leak surveys have been scheduled late at night. When noises from street traffic is low, water usage is reduced, and water pipe pressures are highest.

But, underground leaks are difficult to find using acoustic devices and even more challenging to quantify.

Unable to distinguish between large and small leaks, low value leaks are typically found and repaired that may result in only marginal improvement in asset life or improved water pressure.

In contrast, conductivity surveys can be scheduled anytime (day or night) as noise is not a factor.

Coupled with its unique ability to repeatably find & measure leaks in plastic pipes, low voltage conductivity supports a robust repair and quality assurance capability that can help minimise repair cycle times.

Adding low voltage conductivity to Electro Scan's multi-sensor platform is groundbreaking, since it is the first major inspection technology that is not dependent on having high water pressure to listen for leakage and can evaluate up to 1 kilometer of pipe during a single survey.

Thus, there is no need for multiple pipe insertions for different tests, and allows results to become immediately available.

Across the country, in red states and blue states, large metropolitan areas and rural communities, public health department officials and staff have been physically threatened and politically scapegoated. Too many have lost their jobs for trying to protect and defend the health of their community in responding to the COVID-19 pandemic. Many others have stepped down, interrupting their careers, to protect themselves and their loved ones from actual or perceived threats. We are losing expertise, experience, and most importantly, leadership, at a time when we need it most.

Beyond the threats to individual public health department leaders and staff, the vital work of public health departments is also being challenged. Some of it is subtle: At the federal, state, and local health levels, new taskforces have been created to guide COVID-19 decision-making, which lack the critical input of the public health system and ignore that this virus has been and continues to be the most difficult and costly public health challenge of our lifetime. In other places, it is much more overt: Public health departments are facing lawsuits over their authority to close businesses, schools, and places of worship in order to protect the community at large—the very action that is credited with saving hundreds of thousands of American lives from this virus. Some state legislatures are looking to limit public health’s authority to act to keep us safe when the virus spikes, which will inevitably lead to additional blame on the public health system that was made virtually powerless. Even something as simple as guidance to wear a cloth mask has been weaponized, permitting the virus to go unchecked as a political pawn. As a result, when communities look to public health to protect them, health departments will be hamstrung. When disease rates increase, public health will invariably get the blame.

Local health department staff have worked around the clock on coronavirus response since well before the first case was diagnosed here in the United States, fighting to slow the spread of the virus while implementing strategies to help us “reopen” our communities safely. Health departments have led despite testing challenges, severe shortages of personal protective equipment, and decades-long insufficient budgets and staffing capacity. And they have done so while navigating the same personal challenges faced by others in their community, such as childcare issues or the economic impact of laid-off family members. These individuals lead at the front lines of the front lines for this response and will continue even with no end to the pandemic in sight.

They need our support. The experts who comprise our public health departments are true heroes. We should be thanking them for their tireless work and heeding their advice, not threatening their safety and careers. The National Association of County and City Health Officials and the Big Cities Health Coalition, on behalf of the nation’s nearly 3,000 local health departments, and 30 of the nation’s largest metropolitan health departments, respectively, call on all Americans—including elected officials at all levels—to do just that. Leslie says that many investigations use a deductive method, which refers to a model used when investigators only accept information that fits the initial theory, they have formed of how the crime occurred and who the prime suspects are. In this investigative method, adverse or exculpatory evidence is potentially ignored, thus creating the framework for a specific narrative the investigator is attempting to achieve. Public pressure to solve a case can also influence how investigators investigate potentially targeting wrong suspects due to a lack of vetting information and the sources that provide this information. Using an inductive model is much more effective and thorough. Investigators accept all information during an investigation vetting the primary sources of the information for credibility and the information the source provides. This would also place more of a requirement to vet police informants.

Leslie also says that how police initially approach witnesses in a multi-witness crime scene can make a difference in establishing suspect identification. Leslie calls this the dominant witness theory, which he has written articles on this in the past. In a multi-witness crime scene, police generally interview witnesses separately, asking each for their version of events. Most witnesses, who are eager to cooperate with police, will provide this. Leslie says the problem is that some vital information, such as the color of a car, a tattoo, ethnicity, height, weight, or color of clothing, may have been implanted through suggestion by the so-called dominate witness— the one who influences the other, passive witnesses—and not actually seen by the witness. Passive witnesses will generally have some doubts about what they observed during a traumatic event. They can easily be convinced that what they thought they perceived was something else. When the police arrive at a crime scene, the first question to a witness should not be
“what did you see?” but “who did you speak to before my arrival?” This way, the information sources can be tracked and verified, not just the
information they provided. It is doubtful that fourteen months later, at trial, the witness would recall that the facts of a case he or she is testifying to were suggested by a dominant witness or an interviewing officer. What the witness will testify to and remember is that it was his or her recollection of events.

By conducting a thorough investigation and targeting the correct suspect, Leslie believes less coercive techniques would be used in the interrogation room to obtain a confession.
